A 12-year-old witch in a magical fish costume gets thrown in a dungeon and finds an ally in the most mysteriously named witch possible. The absurdity is completely sincere. This is the kind of comedy that only exists in 2001 OVA space, where nobody had to justify the bit to a committee, just execute it at full commitment with early 3D that looks like nothing else.

Padudu, a 12-year-old witch in training, is picked to represent her town at the coliseum. She sets out in her magical fish costume, which keeps her warm and fed, but a river carries her off to Dance Valley. There Mayor Koffy locks her in his dungeon to clear the way for his own town's candidate. Her cellmate is Nonononn, a mysterious witch, and the two team up in a magical struggle to survive.
