Matsugorou is a schoolboy who leads a gang. When a land speculator burns down the home of his lieutenant, Koume, as part of an insurance scam, Matsugorou vows to make him pay. This single-episode OVA from 1989 mixes action and romance, and adapts Itou Minoru's manga of the same name, which ran in Kodansha's Weekly Shounen Magazine.
